Lowell (Jake) Jacoby has served in senior leadership positions within industry and the Department of Defense. He retired from the Navy in 2005 as Director, Defense Intelligence Agency (DIA) as a Vice Admiral (VADM).
Mr. Jacoby joined CACI International Inc. in 2006 as Executive Vice President for Strategic Intelligence with responsibility to develop growth plans for intelligence and homeland security. From 2007 to 2014 he was the Business Group Manager for CACI’s National Solutions Group serving the National Intelligence Community. Executing his growth strategies, in three years the business tripled annual revenue to $650 million through integration of eight targeted acquisitions and organic growth. With CACI’s shift to a market-based structure in 2014, Mr. Jacoby was tapped to develop strategies for three of CACI’s ten markets. As Executive Vice President for Intelligence, Geospatial and Cyber Strategies and Plans, he took the Cyber Strategy, CACI’s first market-based growth plan, from concept to Board approval.
On active duty from 1969 to 2005, VADM Jacoby led three major commands and was the senior intelligence officer at the U.S. Pacific Fleet, the U.S. Pacific Command, the U.S. Navy and the Joint Chiefs of Staff. As Director, DIA he was the senior intelligence officer in the Department of Defense with leadership and planning responsibilities for the Secretary of Defense and Director of National Intelligence. He led 10,000 military and civilian professionals serving in 180 countries, to include combat operations in Afghanistan and Iraq. He developed, defended and executed complex annual budgets of billions of dollars. Simultaneously, he led the effort to create a functional command for Intelligence, Surveillance and Reconnaissance under U.S. Strategic Command, and brought the new command to initial operational capability.
Mr. Jacoby’s leadership and service were recognized by award of three Defense Distinguished Service Medals, the Navy Distinguished Service Medal, the National Intelligence Distinguished Service medal and numerous other U.S. and foreign awards.
Mr. Jacoby currently sits on the Board and the Executive Committee of AFCEA International, the Board of Advisors for the Intelligence and National Security Alliance (INSA), the Board of the National Intelligence University Foundation, the Norfolk State University Intelligence Center for Academic Excellence Advisory Board, and was the long-serving Chairman of the Board for the Naval Intelligence Professionals. He is a regular participant as a speaker and panelist at conferences and symposia concerning intelligence and national security matters and as a mentor for young intelligence professionals.
Mr. Jacoby holds a bachelor’s degree in Economics from the University of Maryland and a Masters of Strategic Intelligence with an emphasis on Strategic Planning from the Naval Postgraduate School.
